<<<Consciousness>>> is a fundamental layer concept, an ingredient that is inherited from the creator and responsible for scaling the universe, the first entity that appears inside the system and the source of the first vibrations.

Let's first see what consciousness means according to its definition,

There are many more definitions but for now we can understand that consciousness is a state in which the entity becomes aware of itself. Knowing that it knows, perceiving its own perception. This is important because one should not mix consciousness with intelligence that is the ability that helps building the consciousness.

So now let's take these into a digital dimension. The smallest digital entity in simorg is a single byte in memory can be given a micro-level of consciousness by adding necessary layers on top of it so it become aware of its own existence and identity.
